down here in florida they are redistricting and even though you have more democrats than republicans in this state, they are still getting the districts so that more republicans will win. they kept the luxury health care package, the republicans in the legislature. it's one of the most generous taxpayer subsidized programs for politicians in the nation. >> let's get a response from sally bradshaw. >> i'm not familiar with the disabled funds you reference so i'm not sure i can speak to that. ry e we are in the midst and in florida there were two initiatives in the last election cycle. specifically that addressed the issue of fair districts. in the house in particular, the

speaker is not yet the speaker of the house, but will be next year. he has been in charge of the redistricting process. with respect to them, it's five and six and to the detriment of republicans. we have a lot of complaints in the midst of the session of how fairly they have drawn the districts, particularly to ensure minority participation and access in the districts. republicans are going to lose quite a few seats as a result of the redistricting and the plans on the table now. they will go before the courts for review. i don't think it's accurate to say we have jerry mandered the districts. rutherford has gone out of the way to have a fair process. at the congressional and the legislative races. many of the republicans will have to face each other or have been drawn out. i'm not sure that is an accurate

read. with respect to governor scott, he has done what he was elected to do. it was a time as you know in a cycle where people were very upset about tax dollars and how they were spent and that we have been unable to balance the budget. he helped to create jobs and grow the economy and has seen turn around in florida. one of the highest unemployment rates that started to come down. jobs have been create and businesses being created and she of a single focus on bringing jobs and growing the economy and reducing regulation. i think that verdict is out and he is coming at a difficult time. you have seen things start to improve. >> tell us about your past history with c-span. >> i am much cold e older the

first time i appeared. when i was 16 years old i was involved in the close up program where high school students come to washington, d.c. and learn about our government and the process. i actually was invited to participate in a collin program at c-span many, many years ago. i won't say how many. president reagan called that call in show and i was able to ask him a question. subsequently i think c-span wrote a book for people who watch and listened to c-span and participated and bringing us information about the government and the political process. there was a very small section about the fact that i have been able to ask the question of president reagan. it was a great trip for a 16-year-old and i appreciate the services c-span provides. >> welcome back and thanks for joining us this morning. >> sally bradshaw a strategist

the security council. i would like to express to you and the members of the council or thanks and gratitude for conveeng the meeting to allow it to carry out the mission to which we were interested. mr. president, the council of minster of the league of arab states adopted resolution in a meeting held on the 22nd of january requesting i say in my capacity of chairman of the arab committee on syria and the excellency, brief the security council of the plan adopted under that resolution and to request the security council to endorse the said plan as adopted by the league of arab states council. mr. president, at the out seti would like to stress our first and ultimate goal is to serve the interests of syria which requires the protection of

syria's sovereignty, political independence and territorial integrity in ensuring the stability. likewisery stress the experience of ensuring the solidarity and unity. the various components and the ethnic, religious, and social groups. with the unique social gab rick, intellectual and authenticity, it is due to the heards of all arabs. i will inform you of the resolution taken by all arabs. we meet under the watchful eyes bereaved. the detainees and young people and elderly and we continue to hope that they would gain the support of the security council so that they would live a decent free life based on right, justice and good governance. realizing the hopes of the syrian people is in your hand.

it is part of your responsibility under the charter. in fact, we are entrusted with such a responsibility by virtue of our humanitarian responsibility. at the league of arab states, we have worked diligently, patiently and responsibly to find solutions that would help us arrive at a peaceful settlement to the syrian crisis. on 27 august, 2011, the league of arab states adopted an initiative aimed at ending violence and engaging in national dialogue with the opposition to prevent deterioration of the situation and introducing reforms in a secure and controlled environment. the provisions of the initiative and mechanisms were balanced, transparent and objective and it was the only way to achieve a peaceful settlement of the crisis through the said objectives.

on october 26th, 2011, the league of arab states reiterated in the extraordinary session held in cairo and the arab position that called for an immediate and comprehensive end to acts of violence and the killings of the elimination of our elements and the rejection of security-based solution in a bit to avoid further casualties among the various components of the syrian people and preserve the national peace and protection of civilians as well as the unity of the fabric of the syrian people. the resolution called on the league of council to establish during the session and the committee whose mandate was to lead to stop all acts of violence. it included sudan and egypt to

get in contact with the syrian parties to put an end to all military plns and start a dialogue between the syrian people and the opposition to implement reforms that respond to the aspirations of the syrian people. the resolution called also for necessary contacts with the syrian government and the opposition to start convene an inclosive conference at the league of arab states and to realize the legal aspirations of the syrian people. on october 26th, 2011, the ministerial committee held discussions the president. in a meeting held on 30 october, 2011, the committee agreed on a plan of action that was welcomed in the extraordinary resumed

meeting of the league of arab states at the headquarters on 2 november, 2011. this agreement was welcome and then it was annexed to the resolution. the plan confirmed approval of the following. one, to end-all acts of violence committed by all sources. to protect the lives of syrian citizens. two, to free detainees held as a result of the current events. to withdraw all military elements from cities and residential neighborhoods. four, to provide relevant agencies and media and free access in order to have a report on the developments and monitor the situation. the plan called on the ministerial committee to conduct in parallel to concrete progress made by the syrian government in

meeting the condominiums and the contacts and consultations and the syrian opposition to convene in the date of the resolution. unfortunately the syrian government did not fully and immediately meet commitments. to the league of arab state initiatives adopted on 2 november. consequently they decided on 12 november, 2011 to adopt a host of measures including imposing economic and political sanctions on the government and calling all of the position factions to meet in cairo in the league of arab states to agree for the upcoming stages. in that meeting and to observe

the mission to syria, not to give any side and to gain time, but only to put an end to the violence and the league of arab states accepted the protocol and the status interested in the implementation to the plan to resolve the crisis and provide protection to civilians. by the syrian government to sign the protocol and any violation for the provisions including ending acts of violence and the release of the detainees and the economic and social council for the league of arab states will be looking into imposing economic sanctions. this resolution was communicated to the secretary general of the united nations and requested him to take actions in accordance in support of the efforts on 27

november, 2011, the league of arab states council adopted halting all flights to syria in a way that would not take the people and read in the meeting and 2011 on the details of the action. it is worth mentioning here that the arab committee continued its meetings aimate following up the developments of the syrian situation they met on 17 november and on cairo on january 2012. despite all of the efforts including contacts with the government and the syrian side resorted to introducing one after another and all kinds of questions. to which the league of arab states did provide answers. this lasted for over a month.

it was clear that the objective was to resort and that was in order to evade responsibilities and commitments which reflected a lack of political will once the barrier and they started defending themselves with the acts of military oppression, the syrian government signed the protocol on 19 december, 2011. the arab observer mission, the first kind of the first experience in the history of the league of arab states was dispatched. the purpose of the syrian government from signing the protocol is to enforce the military solution under the cover of commitment to the protocol. the fact of the matter is that the syrian government failed to

implement the protocol and notably those related to the implementation of the arab plan of action agreed to. i wanted to present a brief while i know you have followed up with the developments of the crisis so the council would understand the reasons that prompted arab states to adopt the decisions to which we brought your attention. in a recent meeting by the ministerial committee on the 22nd of january, a comprehensive review was conducted by the observer mission based on findings. that meeting adopted unanimously the resolution that included an initiative endorsed by all on an integrated plan for a peaceful settlement of the syrian crisis.

a plan that could be accepted and implemented by the parties in good faith and without stalling. the said resolution has been circulated to all members of the council. such a plan that is consistent with the charter of the united nations to find the political and democratic solution aimed at a peaceful transition and turn over of power. it provides for the formation of the government within two weeks chaired by mutually agreed figure that includes the opposition, one of the tasks would be to agree with the parliamentary and presidential elections under a law with conducting the arab and international supervision. the resolution extended the observer mission mandate by one month despite the fact that the league of arab states and the

suspension of the observers that mission pending review due to the deterioration of the security situation is the result of the escalation of the security-based option. mr. president, the league of arab states began discussing the crisis six months after it started. we came having tried for five months to push the syrian government to find a solution to the crisis with its own people based on resolutions. we have been keen on preserving the stability of syria as an important family. however it has been useless because the syrian government failed to make any sincere effort to cooperate with us. the only solution available to it was to kill its own people. the fact of the matter is that

bloodshed continued and the killing machine is still at work. it has become clear by declarations meat in the press conference on the 24th of january, qualified it as an invitation to internationalization he confirmed his syrian government's rejection of the arab plan and declared that the security-based solution was a necessity imposed by the situation on the ground. the important question to be asked at this stage is what would be the solution for a people being slaughtered. they invoke the violence and would it not be that they are defending themselves after months of the killing and torture. could any leadership rule against the rule of its own people for reform and one must

not forget that the crisis started in absolutely peaceful demonstrations. eye armed citizens calling for rights guaranteed guaranteed by international covenance. they have been faced by live ammunition and machine guns and violations of human rights. it is promoting they said the harbor against it. this is null and void because it betrays the military regarding the events in syria that have been the result of government policy more than thousands of people have died and so many detainees still lurk in prisons. the killing machine continues unabated. funeral processions have been scenes of massacres and schools

rights, the secretary general of the violations hold to assume responsibilities and adopt a unified position with the crisis. the killing in syria reached a level where they declared it was not able to count the victims that have fallen and the numbers of whom have reached thousands. a few days ago, unicef confirmed that the death toll among children exceeded 384. i do not believe that anyone would accept such a number, even if it were to be called collateral damage. i don't believe that any of the children was a member of an armed terrorist group. the council may well know that human rights organizations such as amnestiy international and human rights watch have condemned acts of oppression committed by the syrian regime

against civilians. they have called on the international criminal court to investigate the perpetrated crimes. the international commission of inquiry cited and issued in geneva that the security forces issued crimes against humanity. they reported extra killings and detentions and forced disappearances and forture, some of which were carried out with sexual violence. mr. president, the security council took landmark positions and supporting us and the league of arab states level and the war
